Let say the problem is (x+2)-(x-2). Would I distribute the (-) to the (x-2) before I FOIL or is the problem saying x+2-x+2? Thanks

In order to solve this problem, you would have to distribute the negative (- sign) to the (x-2), making the problem x+2-x+2. The two x's would cancel out, therefore making the final answer 4.
