Professionals do not all agree on one set of defining characteristics for emotional and behavioral disorders. However, they can agree on the following elements.

1. Persistent patterns of behavior that significantly differ from age-appropriate norms and cultural expectations.

2. Emotional responses that are intense, frequent, and lasting for extended periods of time.
3. Difficulties in developing and maintaining relationships with peers and adults.
4. Impairments in academic performance and learning.
5. Disruption in daily functioning, including at home, in school, and in social settings.
6. Deficits in the ability to regulate emotions and behavior effectively.
