An object at the bottom of a pond appears closer to the surface than it actually is because of the refraction of light as it passes from water to air. When light travels from a denser medium (water) to a less dense medium (air), it bends away from the normal line. This causes the light rays coming from the object at the bottom of the pond to bend towards the eye of the observer, making the object appear closer to the surface than its actual position.
