For example when two electrons head toward each other and slow down to a stop because they repel each other converting their kinetic Energy to Potential. Then they fly apart using that stored potential
That is correct! When an electron interacts with other electrons, such as in a collision where they repel each other due to their like charges, the kinetic energy of the electron can be transformed into potential energy. This potential energy can then be converted back into kinetic energy as the electrons move apart.
