Juan's dog is (2 + 3/12) feet tall. Peter's dog is (9/12) feet tall. Therefore, Juan's dog is (2 + 3/12) - (9/12) = 2 + (3-9)/12 = 2 - 6/12 = 2 - 1/2 = 1 1/2 feet taller than Peter's dog.
