Who would receive a pardon?

Lincoln's plan for Reconstruction prioritized reconciliation and leniency towards the Southern states that had seceded from the Union. As a result, he offered a pardon to all Southerners, except high-ranking Confederate officials and military leaders, who would take an oath of allegiance to the United States. This meant that the majority of Confederate soldiers and citizens would be eligible for pardon and could regain their rights and privileges as American citizens.
