The "10 Percent Plan" was a lenient Reconstruction plan proposed by President Abraham Lincoln, which aimed to swiftly reunite the nation after the Civil War by requiring that only 10% of a Confederate state's 1860 voting population take an oath of allegiance to the United States, at which point the state could form a new government and be reintegrated into the Union.
