Under the Articles of Confederation, Congress had the power to declare war, conduct foreign affairs and sign treaties, manage Native American relations, establish a postal service, and borrow money. However, it did not have the power to tax or regulate trade between the states. This lack of power ultimately led to the abandonment of the Articles of Confederation and the creation of the Constitution.
