minimum ht = 1.5
maximum ht = 1.5 + 2 = 3.5
mean height (height of center) = 2.5
so perhaps
h = 2.5 - 1 cos (2 pi f t )
I chose -cos so that at t = 0 h = 1.5, could have said 2.5 + 1 sin (2 pi f t - pi/2)
f = 1/T = 1/45
