What is the greatest number of times you would regruop when multiplying a 3 digit number by a 2 digit number?

Is it four, I am not sure.

I taught math for over 35 years and I don't have a clue what you mean by

"regroup when multiplying a 3 digit number by a 2 digit number"

What new-fangled way are they using now, and where is that being taught?

"Regroup" is one of the new terms in math these days!! It is the same as carrying in addition and borrowing in subtraction.

Drives me nuts, these various versions of "new math."
