To translate a point (x, y) right by a units and down by b units, the new coordinates will be (x + a, y - b).
For point E (7, 3):
Translating 3 units right and 2 units down gives:
x_new = 7 + 3 = 10
y_new = 3 - 2 = 1
Therefore, the coordinates of E' are (10, 1).
