I'm assuming you want the difference between -21 and 6, which is -27

The difference between -21 and -6 is -21-(-6) = -15

But the way you asked the question and presented the numbers is very vague

The difference between a and b is a-b
But just saying 14 - 6 means you want the difference between 14 and 6.

of course, it's also unclear because consider the statement
The difference between Tom's age and Bob's age is 10 years.
This is often asked that way, regardless of who is older.
So the difference could be 10 or -10
