I believe a 47.7% HCl solution having a density of 1.19 g/mL is a fictitious solution but this is how you do it.

You want moles/L so
1.19 g/mL x 1000 mL x 0.477 x (1/36.45) = ? moles/L
FYI--The concentrated solutions sold commercially and used in laboratories is 11.9 M. Percent HCl is 22.2 max.
