I have to say, I feel bad for you. Whoever wrote these questions and answer choices (and probably whatever you're supposed to read and study before taking quizzes and tests) has done a sub-par job.

6 is not D because there was already a government for all those who chose to live in Texas -- and it was based in Mexico City. I've already told you that C is incorrect. So ... between the other two choices, which makes any sense?

I think 6.A is as right as it gets with these choices. There were several different native tribes in Texas in early days, but if your text doesn't mention them, then you're right not to choose that answer.
