Stephen F. Austin's biggest problem was how to settle Texas with Mexico while Mexico was exerting their authority. He had to analyze several parts of the problem, keep different groups happy--the Mexican government, the Anglo American settlers, and the U.S. government--all while trying to settle Texas and make it economically prosperous. His possible solutions and their analysis were: becoming independent, staying with Mexico, or joining the US. Becoming independent would mean war, but so would joining the US because Mexico won't let go without a fight, and if they stayed with Mexico they'd be miserable. At first Austin tried to stay loyal to Mexico, but Santa Anna made it impossible. The solution and plan of action was independence and the plan for independence was the Texas Revolution.
