Annexation of new territories is what she means. I do not know which group favored annexation. I believe Northerners and abolitionists can be ruled out due to the fact that they supposedly had the same beliefs. I could not find anything except that immigrants to Texas favored annexation, and most of the immigrants were from Southern state Louisiana, so I would say Southerners. Hope this helps:-)
