Both of you are wrong.

Sentence D does not have a verb.

The answer is A .Never make the same mistake twice .

It cant be B because the sentence is incomplete . It cant be C because there needs to be commas around, who writes poetry in his spare time, and then complete the sentence and it cant be D because there is no verb after amenities and what action is the verb referring to . The sentence is not complete

The complete sentence among the given options is "A brand new housing complex full of beautiful parks and amenities." Let me explain how I determined that.

A complete sentence, also known as an independent clause, is a group of words that expresses a complete thought and can stand alone as a sentence.

Looking at the options:

- "Never make the same mistake twice." This is a complete sentence because it is an imperative statement conveying a complete thought.

- "Working on a project that was overdue." This is not a complete sentence because it is a gerund phrase. It lacks a subject and a main verb, making it a dependent clause.

- "One of my friends, who writes beautiful poetry in his spare time." This is not a complete sentence because it is a dependent clause. It begins with "One of my friends," which is an introductory phrase and depends on the main clause for complete meaning.

- "A brand new housing complex full of beautiful parks and amenities." This is the correct answer. It is a complete sentence since it contains a subject ("A brand new housing complex") and a main verb ("full"), expressing a complete thought.

Therefore, the sentence "A brand new housing complex full of beautiful parks and amenities" is a complete sentence.
