Can someone tell me how I can solve the proportion ?

If it is

8/2 = (x+3)/4

then one way is to cross-multiply:

8*4 = 2(x+3)
32 = 2x + 6
26 = 2x
13 = x

cross-multiply is just a short way of saying to multiply both sides by the common denominator.
