Use the paragraph to answer the question. (1) Our town's plastic bag ban is a wise policy. (2) Studies have demonstrated the detrimental effects plastic bags have on the environment. (3) People have argued that banning plastic bags will only result in the increased use of paper bags, simply causing a different environmental problem. (4) However, paper bags can be recycled more effectively than plastic bags. (5) We should all support the new policy on plastic bags. In which sentence does the author refute an opposing argument?

-Sentence 4
-Sentence 2
-Sentence 3
-Sentence 5

I am kind of confused on this one, as refuting means to disprove the opposing argument, yet the answer is sentence 3, which it only brings up the opposing argument, not disproving/refuting it. Again, I understand the disproving part, but shouldn't it be sentence 4 for it says, "However, paper bags can be recycled more effectively than plastic bags.", which it literally disproves the opposing argument in sentence 3. If someone can explain this to me that would be nice. Maybe I'm wrong Idk, I'll just go with this answer.

Sentence 3

I’m not for sure but from what I’ve seen it’s sentence 3 but not sure

The author refutes an opposing argument in Sentence 4. In this sentence, the author addresses the argument that banning plastic bags will simply cause a different environmental problem by stating that paper bags can be recycled more effectively than plastic bags. This refutes the idea that banning plastic bags would not solve the environmental issue.
