Why did the state of Texas do little to help its citizens during the Great Depression?

Its an essay question- which means i have to have four sentences. I am not asking for the answer I just need something to start me off with or boost me cause ive been doing research and cant find anything.

please help! this is my only question and im finaklly done for the day i just want to get it over with because im currently sick >.<

because, as soon as people ran out of money they turned to charities which also soon an out of money. Texas the state treasury also soon ran out of money so Governer ross couldn't do much of anything to help.

What do you think is meant by "help its citizens"? Hand out money? Give everyone jobs? You need to clarify that first.

Then think about Texas in the 1930s. What was it like? Was it mostly wide open spaces? Cattle ranches? Or lots of cities? Or what?

And remember, the awful Dustbowl hit Texas, too.
