What are the most populous and least populous areas of Russia? And why are some areas more heavily populated than others?

I already have Part one of the question: Most people live in Moscow because it is the capital of russia, they have a developed public transit system, the unemployment rate is very low, and they have anything you can think of (Schools, stores, hospitals and so on).

But I cant find what city has the least population and why.

The least amount of people live in Nenets Autonomous Okrug(44,058) because there is much less land to live on since most of Nenets Autonomous Okrug is either swamps or wetlands.

I'm not sure of either this or this because i got two different answers:

The least amount of people live in Nenets Autonomous Okrug(44,058) because of how artic freezing it is and how much less resources there is.

I found the region Nenets Autonomous Okrug but still dont know why only 43,997 people live there out of the 12,500,123 people who live in Moscow.

You're looking for a region, not a city, with the least population.

Western Russia is the most populated area. Northern Russia (Siberia) is the least populated.
