No, because 2:10 and 8:25 are not equivalent,

I think I understand now a little more. So the answer would be No Pablo's cell phone plan does not offer the same ratio of free to paid as Sam's because Pablo's cell phone plan provides free minutes which are basically equal to the paid minutes.

For c the explanation would be No,Pablo's cell phone is not the same ratio as Sam because they are not equal to each other and Sam's phone plan is greater than Pablo's plan. (you have to change the ratios into a decimal then you will see which is greater)
