    y = mx + b
    given: m = -3/2, so

    y = (-3/2)x + b
    but (3,-2) lies on it, so
    -2 = (-3/2)(3) + b
    -2 + 9/2 = b
    b = 5/2

    y = (-3/2)x + 5/2
