Well, this situation could certainly be considered dramatic irony, as there is a clear disconnect between what Juan intends and what actually happens. It's quite ironic that he becomes a victim of the very censorship system he hopes to use to his advantage. Perhaps his mistake was thinking that love letters are dangerous enough to warrant execution! Talk about a severe case of miscommunication.

And it isn't dramatic because it's like in tom and jerry where jerry has millions of tacks laid down for tom. The public KNOWS that tom is probably gonna run over them, but Tom doesn't know that.
I don't know what institutional is, but I'm quite positive it's meant to mean situation irony.
