I assume you mean a regular polygon where the interior angle is 290.
No. All the angles must be less than 180.
However, it is certainly possible to draw a polygon where the interior angles, measured counterclockwise, include one with a measure of 290 degrees. The polygon will not be convex, but will have a dent in it.
Draw a square, and then add a 5th vertex by shoving down the center of the top side. The concave vertex might have such an angle.
